Info from Licensor: "Was in Buffalo/Orchard Park, NY during a blizzard and state of emergency after we got hit with 5 feet of snow. I am a tow truck driver who was towing cars and saw this truck drive in front of me as I was hauling cars. I have no idea who was driving it, but I know he could not see out the windshield. He was surrounded by heavy equipment in a busy intersection."
