Costly Deterrent Doesn't Work

Occurred on March 21, 2019 / Kangaroo Island, Australia

Info from Licensor: "The Australian Government instituted a mandatory cashless welfare card trial in an area I live. It costs taxpayers $12000 a year, per card, to run the trial. It was implemented as a way to deter drinking and gambling by welfare recipients. I found that it did not work, what a waste of taxpayer funds."
